Abstract
Knowing the importance of forests and their effects on the human life caused the world-wide effort to planning for sustainable protection of these natural resources. In this study, the forest degradation rate and deforestation in Pejim area in the east of Mazandaran province was considered. The factors affecting the degradation and deforestation are farming, raising livestock and harvesting wood. To achieve goals of research we used the dynamic non-linear programming bio-economic model. The objective function includes cash income of agriculture, livestock and harvesting wood. According to these results, no significant difference was observed between agriculture activities and optimum value, only cropping patterns was changed. In animal husbandry, livestock numbers was over optimum in the Pejim forest. Compare the optimum number with available shown that, there are the mean number of 438 cattle and 3.530 sheep and goats more than optimum. Results shown that, livestock design from the forest Pejim not been accepted by people and it is necessary to implement design appropriate for organizing and out going livestock from the forest Pejim. In timber harvesting, compare the optimum value with available shown that on mean of 1436.24 cubic meters of commercial timber and 438.21 cubic meters of wood charcoal and firewood were harvested more than optimum value. AHP application results in improved forest management shown that the best manage for forest Pejim is traditional management. Authorities consider was opposite of the people opinion. On the base of people and authorities perspectives, respectively political and Socio – cultural criteria were had the most influence on the forest Pejim management. Eventually, integration ideas of both groups, was chosen cooperatives natural resource management method as the best management option between selected options. Due to findings of the study, it is recommended, in the future, related policies to the forest Pejim should involves development designs of rural in the forest, because without regardless of the welfare of rural people, forest properly management will not executive
