Abstract

The consequences of rapid urbanization, industrialization, can be noted to Marginalization and informal settlement. Marginalization is perhaps the twin cities and urbanization. The urban problem is not merely an issue of physical and the macro-structural factors at national and regional level arises. Growing urban population and the development of services and facilities to government and nongovernmental organizations was surpassed and not solutions in the field of settlement and shelter needs of low-income people in formal and planned city, informal settlements has expanded to unprecedented manner. The purpose of this study Evaluation and needs assessment is of the Marginalized Zabol city (Case study: Hossein Abad District). Descriptive research method, analytical studies, documentary and field for the data analysis software, SPSS, Arc Gis and models of AHP, FUZZY VIKOR and SWOT has been used. Results questionnaire of indicate that the needs assessment marginalized Hossein Abad district of Zabol in terms of the volume and efficiency of the respondents is not desirable, and they the most important solution to solve Hossein Abad district problems, planning and accurate needs assessments, with an emphasis on management local. Results of the model VIKOR show that: municipal institutions of the score 0.509 compared to other institutions, managerial responsibility for needs assessment in the Hossein Abad district in the first place. Also the results the ranking needs assessments Hossein Abad district in the eyes of city managers using AHP model show that: management factors weighing on the .0.231, and social and cultural factors with a final weight of 0.091, the rating highest and lowest. Finally, the capacity and potential that marginalized Hossein Abad residents have possibility for the emergence of these abilities can be effective in improving the socioeconomic status and physical condition.
