Abstract
Although development of the cooperation sector in addition to the constitution in the national Five Year Plan and budget has been special attention but it seems that the adoption of actions and policies are not lead to the attainment of specific goals, yet. In this study to estimate the technical efficiency of agricultural cooperatives in the Counties of Kashmar, Khalil Abad and Bardaskan was used the Data Envelopment Analysis and to evaluation of factors affecting the efficiency the regression model was used. Also for prioritization of agricultural cooperatives problems use Entropy criteria in order to selection of the best model for the production and better marketing. Results of this study show that the stochastic efficiency of agricultural cooperatives is 79 Percent and director education level, training classes, visits to science centers and investment in the cooperatives have significant effect on the efficiency and the distance of cooperative to the town center has adverse effect on the efficiency of agricultural cooperatives. The second part of results show that Inappropriate pricing policies and products price volatility, absence of comprehensive long-term planning by managers and economic insecurity to investment as the first, second and third priorities in the marketing system inefficiency are very important. In general, policy makers and stakeholders of cooperatives can with use the results of this study, select the best way to programming and eventually lead to the development of agricultural cooperatives performance and improvement of local economy.
