Abstract
At the same time, the Information and Communication Technologies (ICTs) were identified as title one of majority prevailing in general Information and Communication Technology was been caused of human development and increase of welfare community about human. The completion science and increase identity of each personal of rural, and increase of public information and growth technical information of rural in choice and apply ways and methods of high was been produced. The placement of women in community, which showed its effect on country development. Thus, notice the situation of engagement and their health’s and reorganization of factors that effective about her was been base of schematization and proper diplomacy. In this research was evaluated effective factors and opportunity that was created for rural of women especially in Gorgan province (Rural of Gharn Abaad and Ahangar Mahalle) with growth Information and Communication Technologies (ICTs). At first visionary inside and out side source for visionary study were been used, then data’s have been collected with methods of functional (questionnaire). In this research of society, contain 3958 rural areas of single that 200 persons of this societies choice in case of simple chance. These questionnaires have been analyzed by using statics tactics for examination hypothesis and results showed that the effect of Information and Communication Technologies (ICTs), on this zone for empowerment of rural women was been only as ways of increase social capital and economical and society motives.
