Abstract
Development projects in countries’ economic and budget plays an importance role in having the bulk in the budget which would be allocated. National projects are region projects for different regions were defined at the level of ministries, special credit lines, possible effects of trans-regional, Frabkhshy and in many cities and counties. Form of regional policy decisions at the national level for areas that regardless of the attitude measures with regard to the nature of the elements is and indeed a greater ability to balance between the local and the specific needs of different regions and social issues dealing with them. In this context, policy measures and regional development unknown effects in Sistan are the main reasons for the present study. In this regard, all of the effects of implemented projects with regional impacts in Sistan region in last ten years as a project to transfer water to the city of Zahedan in Sistan, Sistan drainage wells fourth quarter, road, transit, cement, wall border, Paul Silk, Organizational Change the space of three city a city, rural settlements into cities and development of tertiary education is concerned. The study was a descriptive- analytical method development and the model using AHP and Expert Choice software and SPSS have been evaluated. Results indicate that the overall prioritization of projects from the perspective of the respondents ( administrative experts Ghyradary ),higher Education Development Project by weight ( 0.333 ) had the greatest impact on the projects reviewed and Water Transfer Project Zabol and Zahedan border wall weight ( 0.011 ) have the least impact on the projects reviewed. I also test mann.whitney between administrative and non- administrative professionals in the field of employment impact of the measures taken during the year (90-80); there was no significant difference in the Sistan region. At the end of the study, analysis and recommendations for improving decision making in the field of regional planning in specific areas of the Sistan boundary are presented.
