Abstract
In recent years, planning of rural development has confronted with major challenges such as job creation, local people participation, increasing the products made by villages, decreasing the rate of poverty, empowering the local people and finally attempt to decrease the inequalities between cities and villages. To resolve these problems, "Act of establishment of independent Dehyaris in villages of the country" was approved in 2000. By modeling the urban management which comprises of two institutions of city council and municipality, the Interior Ministry was permitted to establish an organization under the name of " Dehyari " with regarding to local conditions and by the request of local people which acts independently and with independent legal personality to deal with rural affairs and to provide sustainable development of villages. In following research tried to evaluate the performance of Dehyaris developmental capacity building of villages with Dehyari comparing with villages without Dehyari and also capacity of rural municipality ability in identifying the developmental capacity of villages of Gonbade Kavoos County. The study method is descriptive-surveying. Statistical population includes 150 villages of Gonbad Kavoos County. The sample population was selected by using systematic method with simple probability sampling. Cochran formula was used to determine the sample size. The validity of the questionnaire was confirmed by thematic experts. Reliability of the study items was measured by statistic of Cronbach,s alpha and its results show the high reliability of the items to measure the variable of the study. The principle data of the study was gathered using questionnaire. The data was analyzed using SPSS software.
