The purpose of this research is to investigate and study the parameters of planning and development of housing in Zabol city, which includes four main economic, socio-cultural, physical and environmental indicators with 20 sub-indices analyzed. AHP and ELECTRE software have been used for analysis, and ELECTRE model has been used in ranking and determining the priorities of each of the indicators; The results indicate that among the economic indicators, the investment attraction factor with an overall rating of 1 and an internal score of 13 is the most important and effective factor in its group that affects housing development and should be taken into account.
