Abstract
This study was written to investigate the potentials, opportunities and limitations of Zabol in order to suggest a new role for the city; Because experience has shown that the occurrence of drought and the drying up of Hamoon and the physical blockade of the border in Zabol, the loss of the role of this city has caused unemployment for many residents and the spread of informal jobs, especially smuggling. The method of research: In this study, the Bojogarnia triangle method has been used to investigate the relationship between sustainable employment and urban role. The SWOT qualitative model has been used to analyze the current situation. Three proposed strategies in the strategic area of Zabol economy (WO area) have been prioritized by using the QSPM matrix to determine the best role according to urban capacities. AHP method is also used to determine the optimal role. Findings: Findings indicate that the urban role of Zabol in the period of 90-75 has changed from several roles to services. Also, in the implementation of strategies with the executive priority of the third strategy, the movement is towards service performance with the focus on higher education and increasing employment in the field of services with a score of 5,067. Also in AHP, the highest score is given to the service role. Conclusion: According to the research, it can be said that there is a positive and meaningful relationship between urban role and sustainable employment. Also, according to the capacities of Zabol the most effective role is to perform the service role. It is suggested that due to the diversity of university centers in Zabol, the performance of the city should be directed to services focused on higher education.
