Abstract

Nowadays, Cities are the densest human habitats, that due to the existence of different uses (uital, sensetive, important) the enemy has been targeted and threatened in varous ways that identyfy threats and enhancing capabilities are the first and formost requirement for identifying abilities and goals. Hence the most effective way to deal with all kinds of enemy threats is to raise the level of knowlage management in the principles of passive defense which can protect critical and sensitive urban facilities and reduce the impact of threats. The purpose of this research is to identify the various physical – skeletal parts of critical infrastructure of zabol city from the perspective of passive defense. The present study was conducted using descriptive analytic method and the research datas were collected mainly through field studies (interview and obser vation) and then the carver matrix technique was used to emamine the compliance of publice – administtrativ and public service centers of zabol city with the principles of passive defense and urban defence in arc gis environment. The results of the study after the carver matrix stage and the evaluation of the 31 administrative service centers of the city in question indicate that 8 centers of city s administrative – service center are critical (point range from 70 to 100), 19 sensetive centers ((point range from 40 to 69) and finally 4 important centers ((point range from 9 to 39) which are in accordance with the principles of passive defense and urban defense issues have not been mapped. Thre fore, it’s impossible to find out the importance of the centers in this city and to use the principles of passive defense in locating the administrave centers of service in zabol as a deterrent in the time of possible threats of the enemy and occurrence of natural disaters – finally. Threr are some suggestios.
