Abstract

Nowadays qualification is one of the main concepts of the stable development, and is considered as one of its components, factors and effects. Thus gaining stable development is not possible without qualification of the indigent class of society. Regarding the significance of the subject, this study aims to investigate the social and economic limitations in qualification of rural families who are under auspices of Sistani Help Committee. The statistical society of this study includes villages with more than 50 families being under auspices of the Help Committee, and using Kokran formula 40 villages was calculated as sample volume. Method of this study, being descriptive-analytical, is based on the study of documentary references, field studies and filling questionnaires. The analysis of information was done on the basis of Analysis Hierarchical Pattern (AHP) using Expert Choice software, and ArcGIS and SPSS soft wares was used for statistical and spatial analyses. The results of study using ANOVA test showed dependence to water of Hirmand river averagely 0.5020, organization problems approximately 0.4900, personality and individual peculiarities of husbandman approximately 0.4365 and cooperation averagely 0.4179 and these are main factors in the social and economic limitations of qualification of families which are under auspices of Help Committee. Considering these, other results of study on the basis of statistical analyses shows significant difference between the intensity of socio-economic limitations of border-line villages in comparison and other villages of Sistan
