Abstract

The water crisis is usually described as the imbalance between supply and demand when this problem is beyond a physical or hydrological phenomenon. The water crisis is rise out of a big gap in the organizational and economic aspects of the development, allocation, utilization and management of water resources. So to overcome the current deficit water situation it is required to do organizational reforms to update the water institution, in addition to investigate the current status of rights, policies and management of water resources. The aim of this study was to evaluate the relationship between some factors of water institution, including rights, policy and administration of the water sector. To achieve the objectives of the study, the used method was survey, type of descriptive-correlational in the time range of 2014-2015. The population of study includes technical and legal experts in the field of water at the national level, and library method and questionnaire were used to collect data. Reviewing the experience of countries shows that water institutional reforms have been done to improve water efficiency, effectiveness, sustainability and reduce governmental cost. In addition, equity and justice could be seen in some countries. The results show that experts believe that the current legal behavior with various forms of water resources is different. As well as the effectiveness of the water rights has significant impact on the water sector performance and the existing rights factors in the private sector participation, accountability and resolve conflicts are the effective factors in the water sector performance.The results of administration factors show that the throughput of water management has a significant positive impact on the performance of the water sector. In addition, in the studied sample, the impact of order in accounting effect on the throughput of water management and water sector performance was significant. With regard to research results, it seems necessary review the existing water laws for promoting efficiency and performance of the water sector. Also according to the results of study, improving the throughput of water management, creating an independent system of accountability, monitoring and innovation in the use of new technologies are essential for the successful management of water.
