Abstract

Water resources have declined due to different uses and the agriculture sector plays a bigger role. Therefore, it is important to manage water resources and optimal allocation of it. One of the most important tools for optimal allocation of water resources is determining the economic value which the long-term development strategy of the country's water is emphasized. For this reason, the main purpose of this research is determining the economic value of irrigation water and reaction of farmers to pricing and non-pricing policies in the selected cities of Sistan and Baluchestan province. To achieve this goal, Positive Math Planning for selected cities (Iranshahr, Chabahar, Zabol) which are agricultural poles in Sistan and Baluchestan province is used. With the help of designed model, first, the economic value of irrigation water was determined in each of the studied cities. Then, the farmers' reaction to the policy of raising the price of irrigation water under the scenarios of 50 and 100 percent and the policy of reducing available irrigation water at 5, 10, 20, 30 and 40 percent was analyzed. The data required for this study are related to crop year of 2013 to 2014 and were collected through direct referrals to the relevant authorities in each of the selected cities of Sistan and Baluchestan province. The GAMS software version 5/23 was also used to solve the model. After solving the model, the economic value of each cubic meter of irrigation water for each city of Zabol, Iranshahr and Chabahar was estimated to be 1483, 1236 and 1080 rials, respectively. The results showed that there is a large difference between the economic value of irrigation water and the water price paid by farmers in the selected cities of Sistan and Baluchestan province. The results of the policy of increasing the price of irrigation water in the selected city of Sistan and Baluchestan Province showed that with rising prices for irrigation water under various scenarios, farmers tend to increase their cultivation area with lower water requirements and more economic value for achieving more profit and paying less water. In addition, the results indicated that reducing available irrigation water in selected city of Sistan and Baluchistan province will increase the economic value of irrigation water and reduce the farmers' gross profit. In the end, in order to prevent unnecessary consumption of water in the study area, determining the water price for farmers with respect to economic value of irrigation water and consideration of equality was recommended.
