Abstract
Residents of rural settlements to meet their needs in a specific behavioral pattern of the hierarchy of the various services in the region The hierarchy established by the government reshuffling in the country to meet the needs inconsistent. The aim of this study was to analyze people's behavior pattern in the use of different services and determine the level of compliance with the hierarchy established in the reshuffling of Sistan;The study was a descriptive-analytic methodology and based on library studies and Fieldsurveys. Statistical population of study is Sistan rural areas which based on statistics 90 years, there are 796 villages and 51,663 households; Cochran formula was used to determine the sample sizeand the number of 381 households obtainedand the size of sample villages according to the Sharp formula is 40 villages.To analyze information and draw diagrams, SPSS software is used.The findings of this study, using chi-square test (two variables) were analyzed and it has been shown that in terms of hierarchy, there wasno significant relationship between the pattern of behavior of the rural before and after the new divisions of the country (0.730>0.05) and also the present study showed that among 5 cities studied in the Sistan area, Zabol, have major role in the provision of villagers after the country's new divisions (0.00 <0.05).
