Abstract
As well as Western countries, Higher educations were created in Persian and Islamic culture and civilization, dynamics of dating and the richness of the professional in Iran with the beginning of the era of the Renaissance and the scientific and industrial progresses. The complex of higher educations is to enhance the research activities of the plat, meet the needs of research, policy- and decision-making system of higher educations in the country, and promote the transfer of knowledge in higher educations and develop human resources planning in the country. In this respect, the aim of the present study is to review and assess the socio-economic effects of the higher educations’ complex on the Saravan city adjacent areas. Descriptive research analytical method is based on a library of studies, research and documentation, according to the type of field studies and surveys have been used; and for the analysis of data from the Arc GIS software, and models of the Electre tri, Swot is used
