Abstract
One of the approaches to rural development, planning a "bottom-up" which is based on the effective participation of indigenous peoples and their involvement in the planning process is driven rural development. Understanding the relationship between the villagers and the Council's position on the Council of opinion can be an evaluation of the success of the councils. Councils and the participation are two important and inseparable. Public participation can lead to the creation of councils and boards can be reduced or increased public participation with their performance. Formation of Islamic Councils in rural and urban areas, are one of the great benefits of the glorious Islamic Revolution of Iran. Today the Council of Administration to the extent that in the current situation, the most important feature is the decentralization of government through its political and administrative powers to the provincial level, urban and rural transmitted. Positive attitude to soviet the people is strengthening the foundations of it. Given the importance of councils and participation, along with the normal functioning of the councils of various aspects of the changing attitude of people contributed. In this study, the role of the National Council on the participation of local people in rural areas (Case Study: Zabol city villages) have been investigated. The main objective of this study was to evaluate the activities of Islamic Councils and the context of these actions in order to achieve community participation professionalism, and is the analytical method. Collect information and data required by library studies, resources, documents, and complete the survey questionnaire. Data analysis through SPSS software and Spearman correlation test (Spearman Correlation) and linear regression analysis was used. The conclusion emphasizes the fact that the activities of the Council during the period of their formation, along with the participation of attracting local people activities Rural development has been studied, as well as socio-economic factors and popular participation in participatory planning councils in rural areas has been closely studied. In other words, the results show the activities of councils during the period of their formation and participation of local people, community and socio-economic factors and the extent of their participation in participatory planning councils, according to the Spearman correlation coefficient and linear regression, and the error is less than 0/01 percent, Considering to there was a significant positive correlation. The significance level of 0.000 can be claimed, there is an agreement between hypotheses.
