Abstract
Rapid growth of urbanization and physical development of cities in recent decades has caused different consequences among which we can find the disintegration of the urban service centers which has brought about social inequality in the enjoyment of these services. Since of services and facilities are provided only for urban population so knowledge of the distribution of services in the city in the sense of equitable distribution and determining the priorities and needs in establishing urban service and also paving the ground to achieve social justice in terms of urban planning proves necessary. Accordingly the main aim of this study is to analysis the spatial distribution of urban services. In this study through library studies, referring to the relevant agencies, field observation and analysis and evaluation the questionnaire given to residents of various neighborhood in Estahban city with SPSS, utilities and distribution of urban services based on the criteria of housing and urban development were presented research findings show that Estahban post office capita per person 0/03 m2 is a standard measure of 0/07 m2 away. Per capita for each resident of city park 0/06 m2 are the criteria that are 7 to 12 m2 indicating that the difference is dramatic. Therefore the distribution of urban services in the city is not based on the criteria prepared by Estahban department of housing and urban development. Also people had a little participation in the distribution of urban services (in developing service). Municipalities and other organizations related to urban services run no survey to elicit people’s ideas about urban services in Estahban shortages and urban services needed in the city that has been met partially. So we can conclude that the distribution of urban services in Estahban, in addition to the standard per capita gap, little attention paid to the need of people. At the end, the study tries to provide some strategies for equitable distribution of urban services more desirably the urban citizens and the welfare services
